Advancing Circular Economy Dialogue for Sustainable Agriculture in Lao PDR – Promoting Knowledge Exchange between Lao PDR and Japan

Executive Summary

The ASEAN-Japan Centre (AJC) and the Ministry of Industry and Commerce co-organized a Lao Circular Economy event, entitled “Workshop on Economic Intergration and Circular Economy for Lao PDR”, on February 11th, in Champasak Province, Lao PDR. The workshop aimed at strengthening understanding of sustainable and circular practices in agriculture, thereby advancing sustainable trade, with particular attention to coffee and agri-value chains. Through expert linkage and knowledge exchange, the activity introduced practical circular economy concepts relevant to sustainable production, SME capacity building, and future Lao–Japan cooperation in sustainable coffee trade. The activity contributed to policy dialogue and laid groundwork for longer-term trade-oriented collaboration between Lao PDR and Japan. 

Introduction

As part of its mandate to promote sustainable and inclusive economic cooperation between ASEAN and Japan, the AJC supported a Lao Circular Economy event focusing on agriculture, resource efficiency, and trade. Coffee is one of Lao PDR’s key agricultural export products, and enhancing sustainability and resource efficiency across the coffee value chain is increasingly important for accessing international markets, including Japan. In this context, the Lao Circular Economy activity brought together national and provincial stakeholders, experts from ASEAN and Japan, and representatives from the coffee sector to discuss how circular economy approaches can support both sustainable development and trade competitiveness. 

Objectives and Goals 

The activity aimed to: 

  • Introduce practical circular economy concepts applicable to the coffee value chain in Lao PDR 
  • Strengthen the capacity of Lao SMEs to adopt resource-efficient and sustainable production practices 
  • Explore potential linkages for future Lao–Japan and regional cooperation in sustainable coffee trade 

Main Content 

Key components of the programme included: 

  • Policy-level presentations on ASEAN and international economic integration and circular economy implementation 
  • Expert input from Japan on circular economy practices, including water management and resource efficiency relevant to agricultural production 
  • Sector-focused discussion on the development and expansion of the Lao coffee industry, led by the Lao Coffee Association 
  • Open dialogue on applying circular economy principles to agriculture, with emphasis on coffee 
  • Site visits to coffee factories and plantations, enabling participants to connect policy discussion with on-the-ground production realities 

Outcomes and Impact 

  • Improved understanding among Lao stakeholders of how circular economy practices can enhance sustainability, quality, and competitiveness of coffee production 
  • Increased awareness of market-relevant practices aligned with international and Japanese expectations 
  • Strengthened foundation for future dialogue on sustainable coffee trade and value-chain cooperation between Lao PDR, Japan, and the region 

Way Forward and Engagement 

Building on this activity, future Lao–Japan cooperation may further explore sustainable coffee trade through dialogue-driven, partner-owned engagement. Emphasis may be placed on SME capacity building, value-chain sustainability, and embedding Lao participation within broader ASEAN-Japan or CLMV frameworks to support scalable and low-risk cooperation. AJC will continue to facilitate knowledge exchange and connection-building in support of sustainable, people-centered trade development.
