Introduction

The webinar “ASEAN-Japan AI Collaboration: Implications for Policy, Talent and Industry Partnerships” examines the evolving landscape of artificial intelligence cooperation between ASEAN Member States (AMS) and Japan. Drawing on different perspectives, the session explores how Japan’s shift toward technology-focused statecraft and ASEAN’s digital transformation efforts are shaping opportunities for practical AI collaboration.

The discussion will highlight key enabling factors — including Japan’s strengths in institutional capacity-building, norm-setting, technology transfer, and trusted partnerships — as well as barriers such as regulatory fragmentation, uneven AI readiness, data governance challenges, and intensifying geopolitical and technological competition. It will also examine emerging initiatives in governance cooperation, innovation ecosystems, and co-creation efforts aimed at building an interoperable and context-sensitive regional AI ecosystem.

By bringing together research insights and practitioner perspectives, the webinar aims to identify practical pathways for strengthening ASEAN–Japan AI collaboration and supporting a secure, inclusive, and resilient regional digital future.
